William Graham has over 40 years’ experience as a manager, administrator and trainer. He has a background in Personnel and Law Enforcement, his extensive experience as a Human Resources Administrator and as a Senior Enlisted Advisor for Law Enforcement Public Safety, provides an ideal blend for his position of overseeing the Personnel and Operations Department of OSG.
For eight years he was a contract program manager with the Army National Guard to oversee program operations in seventeen northwestern states. This program employed over 1,500 soldiers and contractors with an annual operating budget of over $18 Million. His duties included conducting periodic quality assurance inspections, training programs, hiring process and new hire training for all primary state program managers. His experience also includes senior-level law enforcement and physical security responsibilities at two major U.S. military installations, U.S. Military Academy at West Point and Joint Base Lewis-McChord (JBLM). Evaluated police presence, response times, access/arms control and a myriad of other emergency services related to managing large installations.
Recent Work Experience
Since 2004, Mr. Graham has been a corporate staff officer. He provides contract management for all OSG contracts involving a staff of security officers.
Specific Professional /Technical Accomplishments
Promoted to the highest enlisted rank in the military in less than 20 years. Successfully managed approximately 24 accounts (5,500 hours of security guard service per week) and in excess of 300 security officers.
